Head of Campaigns

Jennie Bibbings has worked in social policy since 2002, having previously been a senior reporter on several newspapers including the Wales on sunday. Since then she has led successful public campaigns on homelessness, tenancy reform, private tenants’ rights and social housing supply.

She has been closely involved in the development of the Housing (Wales) Act 2014 and the Renting Homes (Wales) Act 2016. As Head of Campaigns at Shelter Cymru she leads the charity’s external affairs including lobbying, communications, media, education, training, policy and research, and management of the public supporter base.
