During times of extreme weather local councils can put in place measures to help people at risk from sleeping rough and providing emergency accommodation (Severe Weather Emergency Protocols).
With amber and red weather warnings issued across Wales, Shelter Cymru, Crisis Cymru and The Wallich together wrote to local authorities to understand what additional measures were being provided to meet the needs of people experiencing homelessness in their area.
Throughout this extreme heat, we’ll keep updating this blog post as we get information from local councils

| Gwynedd Council | SWEP activated on 22 June, which will remain in place until 8am on Friday, 26 June. The measure has been shared with outreach services and on social media to help ensure the message reaches those in need across the county. Access to this support is available via the Gwynedd Homelessness Service on 01286 685100, option 1. |
| Isle of Anglesey County Council | SWEP activated from from 1pm Wednesday 24/06/2026 until 1pm Friday 26/06/2026. If you are sleeping rough, or are concerned about someone who is sleeping rough, please contact the Council as soon as possible on 01248 752200 and ask for the Homelessness Service. |

| Monmouthshire County Council | SWEP was activated on Tuesday. We’re awaiting information about what is being provided to people. |
| Neath Port Talbot County Borough Council | Outreach team will be contacting people sleeping rough and will have a duty officer in the Neath civic centre over the next 2 days to provide info. They will be providing bottled water, sun cream and other hot weather items and giving information about cool spaces open during the days. They have said they will look at offering overnight spaces to people sleeping rough “subject to exclusions from previous placements” – if this applies to someone you know and you are concerned about their safety please contact NPT council directly. |

| Pembrokeshire County Council | SWEP has not been activated, the local authority are aware of the amber weather alert in their area but as they are an amber alert area rather than red alert they have not triggered SWEP. They have tasked The Wallich, who provide local services, to ensure people who are street homeless have water, hats and sunscreen. Libraries and leisure centres are available to provide a cool space during the day – with showers available for use at the leisure centres. |
